Terminal Plugin RXTX does not work anymore

I ran into a problem which is I can’t connect to the RXTX site: http://rxtx.qbang.org/wiki/index.php/Installation_for_Windows
The page seems don’t working, and I can’t download the eclipse plugin from here, as it is written in the book: http://rxtx.qbang.org/eclipse/

Can You please help me, what can I do?
